ORLANDO, Fla. (AP) ? Listen to Republican voters and you're likely to hear a reluctance to embrace Mitt Romney's White House bid. At least at first.
The same voters just as readily acknowledge that he might be the Republicans' best chance to defeat President Barack Obama. And that may explain why the former Massachusetts governor isn't sweating even as the buzz revolves around others.
"I'll probably wind up with Romney because, more than anything, what I want to do is to defeat Obama," says Doyle Thomas, a 70-year-old retired attorney from rural Cross City, Fla.
Not that he'll be happy about having to vote for the former Massachusetts governor.
"You can't tell me that Romney is a conservative and was able to be elected in Massachusetts," Thomas adds, shaking his head. "If he were a conservative, there's no way he could have won."
Interviews with more than two dozen Republicans who met here recently to hear the candidates speak at a conservative forum underscored the challenge Romney has faced since he entered the race as the GOP front-runner this spring: People just aren't excited about his candidacy.
And six months later, they're still not.
That's reflected in Herman Cain popping up as Florida activists' favored choice in a test vote last weekend. And the furious speculation surrounding New Jersey Gov. Chris Christie's political aspirations. And the great expectations for Texas Gov. Rick Perry's candidacy, which quickly gave way to a measure of disappointment after voters learned that parts of his record deviated from conservative orthodoxy.
Still, many Republicans interviewed here also said they were willing to vote for Romney, whom they see as the strongest to go up against Obama, and set aside their concerns: doubts about his authenticity, holes in his conservative credentials, anger over the health care law he signed in Massachusetts that mandated coverage and skepticism of his Mormon faith.
"Romney seems like a nice guy," said Tom Trombly, a database administrator in his 40s who volunteered on Ross Perot's 1992 presidential bid. "But he sounds like a practiced politician. A lot of the answers are so canned." For now, Trombly's backing Herman Cain but acknowledges he wants a candidate who can beat Obama. He's open to supporting Romney.
And that's what Romney's counting on.
Four years after losing the 2008 nomination, Romney has adopted a slow-and-steady approach to his presidential bid, refusing to react to every campaign development in hopes of drawing headlines. Instead, he's working to convince voters that his economic experience makes him best suited to unseat Obama. His biography aligns with what voters say they want: He spent the bulk of his career in private business; he's friendly with establishment Republicans; he's a former governor; he can raise money and he relishes attacking Obama.
"I'm saying, 'Look, I'm the guy at the time that's needed. And if you guys agree, terrific. If you don't, that's your right, too,'" Romney said this week.
Not everyone, though, likes what they're seeing.
In Cedar Rapids, Iowa, a woman recently asked Rep. Michele Bachmann what conservatives can do so "we don't have to settle for a Mitt Romney." In what has become her campaign's rallying cry, the Minnesota lawmaker told her: "Don't settle this time."
That feisty message helped Bachmann quickly gain ground early in her presidential bid as she became the Romney alternative. For a few weeks. Then Perry entered the race and stole her momentum. The reluctance to embrace Romney fuels the drumbeat for Christie, as it did earlier this year for Indiana Gov. Mitch Daniels and Mississippi Gov. Haley Barbour. Both ultimately decided against runs.
Even Donald Trump, the real estate mogul and reality TV show celebrity, had his moment in the political spotlight.
All of it represented a hunger for anyone but Romney.
Consider this exchange in a hallway of the Orlando convention center as candidates delivered speeches inside the cavernous meeting space.
"Romney can't quite go the distance," said Don Caquela, a 70-year-old retiree and Air Force veteran from Spring Hill, Fla.
"He's a little too moderate," interrupts his wife, JuDee, a retired defense department employee. "We're conservatives, and Romney is not."
What in Romney's record leaves her queasy?
"I can't warm up to Romney," she said. "I can't put my finger on it. But there's something,"
The couple's ideal candidate: Christie.
The New Jersey governor, who's in his freshman term, insists he's not running. He has done nothing to lay the groundwork for a presidential bid. And deadlines to get on ballots are fast approaching. Yet, an appearance at the Ronald Reagan Presidential Library in Simi Valley, Calif., raised hopes among some GOP activists and donors that he'd change his mind.
Romney shrugs off the frenzy as the latest example of a GOP flavor of the month and presses ahead with his steady strategy.
"I could get a quick bump in the polls by saying some outrageous and incendiary things," he told MSNBC this week.
"You just express what you believe, talk about the issues you care about. Hopefully, people will come to you in the final analysis."

BERLIN ? German Chancellor Angela Merkel hinted that the second Greek bailout package might have to be renegotiated amid increasing market speculation Wednesday that European leaders want to force private holders of Greek bonds to take bigger losses.
Merkel didn't rule out altering the terms to the euro109 billion ($148 billion) package, saying the decision must be based on how Greece's debt inspectors, the so-called troika, judge Athens' recent austerity efforts.
"So we must now wait for what the troika finds out and what it tells us: do we have to renegotiate or do we not have to renegotiate?" she said in an interview with Greece's ERT television Tuesday night.
Merkel added that she "cannot anticipate the result of the troika."
In another development, Finland's government ? which had threatened to pull out of a rescue plan for Greece ? voted in Parliament on Wednesday to approve expanding the powers of the eurozone bailout fund and increasing Finland's share in it. But Finland has not dropped its demand for guarantees, or collateral, for its share of any future eurozone loans.
Greece was saved from default last year by an initial euro110 billion bailout, and the planned second rescue package includes a voluntary participation by private bondholders, who agreed to write off about 20 percent on their Greek debt holdings.
But many economists and analysts maintain that Greece ? mired in a deep recession worsened by the same austerity measures implemented in return for bailout loans ? must have its total debt reduced by as much as 50 percent if it is to have a chance of recovering.
The Financial Times reported that as many as seven of the eurozone's 17 members want the banks to take a bigger hit on their Greek bond holdings to allow this to happen.
Citing unnamed senior European officials, the newspaper said Germany and the Netherlands are at the forefront of the calls for the private sector to take a bigger hit, with France and the European Central Bank said to be fiercely resisting the move.
Greece "will not get back on its feet without a serious reduction in debt," said Ottmar Issing, a former chief economist of the European Central Bank, who has served as an adviser to Merkel in the past.
Athens needs to see its debt cut "at least 50 percent, probably more," Issing was quoted by Germany's Stern magazine.
Germany's banking association insisted there was no need to renegotiate the terms of the second bailout package. Banks in Germany and France are among the biggest holders of Greek bonds.
Greece's international debt inspectors will return to Athens on Thursday after they suspended their review of the country's finances early this month amid talk of budget shortfalls.
Once the fact-finding mission has made its conclusions, the finance ministers of the eurozone will organize a special meeting in October to assess them.
A positive review is required before the troika ? the IMF, ECB and European Commission ? can release the next batch of rescue loans Greece needs to avoid bankruptcy.
In Athens, another 24-hour public transport strike left commuters struggling to reach work without buses, subway services, taxis or trams.
Greeks have been outraged by the announcement of new austerity measures ? including pension cuts and a new property levy ? after more than a year of spending cuts and tax hikes.
Deputy Prime Minister Theodoros Pangalos said he will be unable to pay the new emergency levy without selling property, and argued the country's ability to pay additional taxes to cover budget gaps has been "exhausted for some time."
To help Greece and restore confidence in the euro, Jose Manuel Barroso, who heads the executive European Commission, said the 27-nation EU must develop a stronger central government.
"If we do not move forward with more unification, we will suffer more fragmentation," he told the European Parliament in Strasbourg, France. "I think this is going to be a baptism of fire for a whole generation."
"Today, we are facing the biggest challenges that this union has ever had to face throughout its history ? a financial crisis, an economic and social crisis, but also a crisis of confidence," Barroso said.
The crisis, which began in Greece some 18 months ago, eventually spread to engulf Portugal and Ireland, which also needed bailouts. It now threatens to mushroom further, prompting criticism from analysts and leaders including President Barack Obama that the EU is acting too slowly.
Among the most important measures that European countries have been slow to clear is a proposal to give the eurozone's euro440 billion bailout fund more powers ? the ability to buy government bonds, bail out banks, and lend to troubled governments quickly before they are in a full fledged crisis. Lawmakers in Germany will vote Thursday, a day after Finland's parliament approved the measures.
The proposal, along with Greece's second bailout, was agreed by eurozone leaders on July 21. But the delay in voting and implementing the decisions spooked financial markets in recent weeks.
In the meantime, the ECB has shouldered the burden, buying over euro150 billion ($205 billion) in government bonds to drive down borrowing costs for Italy and Spain.
Fears that the eurozone's third and fourth largest economy, Italy and Spain, may get sucked into Europe's debt crisis had stoked concern they would lose access to market funding and be forced into requesting bailouts.
A default by Greece or another country would send shock waves through the global economy, particularly in Europe, authorities fear. Banks would suffer such large losses on government bonds they hold that they would cut off credit to the wider economy and cause a new, sharper recession.

This testosterone would otherwise continue to fuel prostate cancer growth and spread. Abiraterone was discovered at the ICR in what is now the Cancer Research UK Cancer Therapeutics Unit and further developed at the ICR and The Royal Marsden.*

David Alan Anderson, 60, was removed from a Delta Airlines plane in Salt Lake City before it left for Las Vegas on Sunday after he threatened to slit the throat of a passenger during an argument over the armrest, according to court records.
Authorities later found a knife in his carry-on bag, and the man was arrested.
A federal judge in Salt Lake City on Thursday ordered Anderson to undergo a mental health evaluation.
He is charged with possessing a dangerous weapon on an aircraft and retaliation against a federal officer by threat of murder.
"I'm going to kill you in front of your children," Anderson told a police officer, according to authorities.
"It will give me a lot of pleasure to see you again, but you won't see me, Bucko," he later told FBI agents.
In court Thursday, Anderson's attorney told the judge his client was a retired Salt Lake City attorney who wasn't taking his medication for anxiety and a bipolar disorder.
"What's important here is none of these threats were acted upon," attorney Steven Killpack said.
Assistant U.S. Attorney Michael Kennedy called Anderson a "danger to the community and a danger to himself." He said Anderson had a string of run-ins with the law over the past year, including assaulting a police officer and attempting to jump off a Salt Lake City hotel balcony.
"We are very concerned that if he is released, he will pose a danger to the community," Kennedy said.
The officer who was working the X-ray machine when Anderson came through with the knife was sent for further training, said Transportation Security Administration spokeswoman Lorie Dankers.

As rain hit the track, five drivers were parked waiting for a qualifying turn that might not come.
Led by Jimmie Johnson and Jeff Gordon, the five could afford to have their laps called because of rain: They were the five fastest in practice and would have started up front Sunday had qualifying been wiped out.
Kurt Busch wanted them to get going or else his top-five qualifying lap would have been erased, and the washout would have dumped him back into the 30s.
The rain eased up, leading to some rare pole day drama. Ryan Newman was the last car out and the fastest at New Hampshire Motor Speedway, turning a lap of 135.002 mph on Friday to win the pole for the second time this season at one of his favorite tracks.
"I don't think I've seen that much drama go into the last five cars in qualifying," Newman said.
Newman started first at New Hampshire in July and went on to earn his only win of the season. Newman is seventh in the points standings and has three total poles this year.
Red Bull Racing drivers Kasey Kahne and Brian Vickers were second and third, respectively. Greg Biffle and Busch rounded out the top five.
When the rain came, Vickers sat on the pole. Juan Pablo Montoya was next in line and refused to take a turn when NASCAR asked if he wanted to run before the rain picked up from a drizzle. So the drivers waited through a 51-minute delay.
When officials decided it was clear enough to run, Montoya turned in a miserable lap and qualified 31st.
Montoya was visibly agitated as he criticized the decision to qualify and said it was still raining at the track.
"We've got a car fast enough to be on the pole," he said. "It's a joke."
Johnson, the five-time defending champion, was behind Montoya. He declined an opportunity to go ahead of Montoya shortly before the cars were covered on pit row. Once the track was dried and ready to race, each driver had the option to go out and lay down his qualifying lap.
"I go when the 42 goes," Johnson said.
Montoya was fifth fastest in practice ? a stat that meant nothing as he stormed off in the garage.
Johnson still had trouble on a slightly slick track.
"My car was slipping and sliding pretty bad out there," he said. "I'm not sure what the reason is for that. But we got a decent lap in and NASCAR put a huge effort in to make sure those last five cars had an even playing ground."
Well, don't tell that to Montoya.
Newman and Busch were the only Chase drivers in the top five.
Championship contenders occupied the next three spots, with points leader Kevin Harvick sixth, Jeff Gordon seventh and Kyle Busch eighth. Johnson was 10th and Dale Earnhardt Jr., 12th. Brad Keselowski starts 16th, Tony Stewart 20th, Carl Edwards 23rd, Matt Kenseth 27th and Denny Hamlin 28th.
Newman continued to romp at New Hampshire. He has 13 career top-10 finishes and two wins at New Hampshire.
"My track was dry," Newman said. "I think we picked up about the same amount of speed as the other guys did earlier in qualifying."
Newman won the New Hampshire pole for the sixth time and has 49 overall in his career.
Vickers and Kahne gave Red Bull Racing a needed dose of good news this week. Red Bull Racing filed a notice this week in North Carolina that it expects to lay off 152 employees when it shutters operations on Dec. 17, 2011.
Kahne is moving to Hendrick Motorsports next season, and Vickers is in the final year of his contract.
Vickers held out hope the operation could be salvaged.
"I would love to see Red Bull stay in the sport, whether I'm part of it or not," Vickers said.
